MarkWest Liberty Midstream & Resources, L.L.C. (Markwest) is currently authorized to operate its Houston Gas Plant under Air Quality Plan Approval PA-63-00936F. The Houston Gas Plant is located at 800 Western Avenue in Chartiers Township, Washington County.

MarkWest Liberty Midstream & Resources, L.L.C. (Markwest) is currently authorized to operate its Houston Gas Plant under Air Quality Plan Approval PA-63-00936F. DEP has approved periodic extensions to this plan approval.
On April 27, 2021, DEP received an Air Quality Plan Approval application (PA-63-00936I) from MarkWest that proposes to, among other things, operate the existing facility (currently permitted as a minor source) and make modifications as a Title V facility. This essentially means that MarkWest is requesting that DEP review the application as a major source facility.
On May 25, 2021, DEP issued an administrative incompleteness determination to MarkWest and requested additional information from the applicant within 10 business days.
On June 9, 2021, MarkWest submitted a response to DEP’s administrative incompleteness determination.
