The Multi-Site Agreement (MSA) for the cleanup of regulated storage tank releases is designed to resolve open cases by effectively managing the resources of DEP and the remediator by developing and implementing reasonable, appropriate and efficient procedures applicable to Pennsylvania's Storage Tank and Spill Prevention Act.
Pennsylvania Turnpike Commission MSA
Signed on December 2009, the MSA covers 21 rest plaza service stations. Since 1950, the Pennsylvania Turnpike Commission has leased the rest plazas to Cumberland Farms, Inc. (CFI), ExxonMobil, Gulf Oil Corporation and Sunoco. The MSA was signed by all parties and requires each to resolve environmental contamination at its respective facilities. CFI completed its obligations and terminated participation in the MSA as of December 31, 2023.
Completed Storage Tank MSAs
BP Amoco MSA
Signed March 2001, the MSA included 177 sites, 166 of which are underground retail sites (gas stations) and 11 terminal sites for which the company has corrective action responsibilities. Over the years, DEP and BP Amoco added new sites and removed existing sites from the MSA for a final total of 231 sites.
All 231 sites achieved a Remedy in Place (RIP), a DEP approved Remedial Action Plan (RAP) or Remedial Action Completion Report (RACR) by May 2013.

Under the terms of the MSA, BP Amoco contributed a total of $217,000 to fund environmental initiatives across the Commonwealth over the years.
Motiva Enterprises LLC, Pennzoil-Quaker State Co. dba SOPUS Products and Jiffy Lube International Inc. MSA
Signed on September 2005, the MSA covered 96 sites and ended on April, 2008. A total of 29 sites did not achieve a Remedy in Place (RIP), a DEP approved Remedial Action Plan (RAP) or a Remedial Action Completion Report (RACR) by April 2008. The MSA ended with a total of 67 RIPs.
