Regulated substances come in three types:

  1. Hazardous substances defined in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The CERCLA list consists of individual compounds and large groups of compounds. If a chemical is a member of one of the groups, it is regulated in the same manner as one of the individually listed compounds.
  2. Liquid petroleum products.
  3. Other substances the department added by regulation including: biodiesel, synthetic fuels and oils, tung oils, wood-derivative oils, inedible seed oils from plants, and pure ethanol intended for blending with motor fuels.
