In 1976, staff from the then Department of Environmental Resources presented a paper on Operation Scarlift at the American Society of Civil Engineers (ASCE) Annual Convention and Exposition in Philadelphia. The paper was prepared by C. H. McConnell Deputy Secretary for Resources Management; Donald E. Fowler, P.E., Special Assistant to Mr. McConnell for Land and Water; and Andrew E. Friedrich, P.E., Chief, Division of Mine Area Restoration. Their paper detailed Pennsylvania's mining laws and history, and the goals and objectives of Operation Scarlift, as well as various methods to abate AMD at its source or treat it at its discharge.
