Implementation Tools

  • DEP PCSM Spreadsheet (XLSB) (Version 2.0, February 2025) – This spreadsheet developed by DEP is intended to assist with stormwater analyses required by Chapter 102 for PCSM Plans. The spreadsheet is a macro-enabled Excel binary file. DEP PCSM Spreadsheet Instructions (PDF) and training for the spreadsheet are available to assist users. Note – It is recommended that users check this site periodically for the latest updates to the spreadsheet.  Updates are made as calculation or functional errors are identified and corrected.  A new version number will be provided only when significant changes or enhancements are made to the spreadsheet, not when errors are corrected or minor changes are made.
  • Pre-Development Site Characterization (PDSC) Spreadsheet (XLSM) (Version 1.0, November 2024) – This spreadsheet is used in conjunction with PCSM Module 2 to evaluate the adequacy of pre-development site characterization activities. See the DEP PDSC Spreadsheet Instructions (PDF) and training for information on how to use the PDSC Spreadsheet.
  • Managed Release Concept (MRC) Spreadsheet (XLSM) (Version 1.1, March 2025) – The Managed Release Concept (MRC) Paper (PDF) identifies two types of MRC design standards. If the MRC Simplified Design Standards are followed, the MRC Simplified Design Spreadsheet (XLSX) (Version 1.0, November 2024) should be completed. Otherwise, the MRC Spreadsheet (XLSM) should be used to determine volume management credit for MRC SCMs. See the MRC Spreadsheet Instructions (PDF) for information on the MRC Simplified Design Standards and using the MRC Spreadsheet. When applicable to a project, version 1.1 must be used starting June 8, 2025.
  • Chapter 102 Fact Sheet (XLSM) (March 2025) – This spreadsheet includes completeness and technical review checklists used by DEP/CCD to review applications and plans.
