Public Participation in the Regulatory Process
The public is invited to engage in the rule-making process. Individuals can share feedback on proposed coal mine safety regulations with the Board of Coal Mine Safety (BCMS) through our online platform or postal service. More information is provided below.

There are three convenient methods for submitting comments to the BCMS:
Comments may be submitted to the BCMS by accessing eComment.
eComment Note: Didn't get acknowledgment within two days on your comment? Resend comments to BCMS to ensure we got it.
Comments may be submitted to the BCMS by sending comments to RegComments@pa.gov. Each transmission must include a subject heading of the proposed rulemaking. Include your name and address inside the email.
If you don't receive a response within two business days, resend your email to BCMS.

All comments must be received by the BCMS on or before the close of the public comment period.
DEP reviews all comments and drafts a formal comment and response document. The comment and response document is now part of the final regulation package. The comment and response document will be sent to the BCMS and made public before the BCMS meeting to consider the final rulemaking.
