Bylaws
The committee is called the Potomac Water Resources Regional Committee, part of Pennsylvania's Department of Environmental Protection.
The Water Resources Planning Act (Act 220 of 2002) establishes this committee.
The committee guides the Regional Plan's development and recommends it to the Statewide Committee.
A. The committee has 21 members appointed by the Governor. This includes:
Four members with water resource expertise, including at least two County Conservation District Directors.
Seventeen members from various sectors, including agriculture, water supply, wastewater, industry, environment, and academia.
Vacancies are filled as per original appointments.
B. One Department employee is appointed as an advisory member.
C. A compact basin commission representative can join as a voting member.
D. Terms last three years, with staggered initial terms.
E. Members serve without pay but can be reimbursed for expenses.
F. The Department and Chair keep member lists.
The committee elects a Chair and Vice-Chair each year. The Chair leads meetings and sets agendas. The Vice-Chair supports the Chair and steps in when needed.
A. Each member gets one vote, including the Chair and Vice-Chair.
B. A majority is needed for a quorum and decisions.
A. Advisory Committees form for critical water areas with interested members and relevant experts.
B. Work groups can be created for specific tasks.
Department employees handle administrative tasks, including:
Public notices for meetings.
Recording and sharing minutes.
Managing correspondence.
A. Meetings are public and held at least twice a year.
B. Members missing over a third of meetings may be recommended for removal.
Executive Sessions are called as needed, per state laws.
Meetings include time for public input, managed by the Chair.
By-Laws can be amended by a two-thirds vote with prior notice.
The committee speaks as one. Only designated members talk on its behalf.
