Pennie’s Open Enrollment period ends on January 15 for coverage starting on Feb. 1
Harrisburg, PA – As the Shapiro Administration continues to advance unprecedented transparency in the field of health insurance, the Pennsylvania Insurance Department (PID) today reminded Pennsylvanians that, through several reports available to the public, PID now provides more tools than ever to help consumers understand health insurance markets and policies.
PID has released two Transparency in Coverage (TiC) reports (a 2023 report and a 2024 report) and an inaugural Pennsylvania Affordable Care Act and Qualified Health Plans (QHP) Summary in the last two years. These reports help Pennsylvanians understand the full scope of benefits their insurance plan provides and select a plan that best fits their health and financial needs.
Pennsylvanians who are exploring health coverage options through Pennie, Pennsylvania’s official health marketplace, can use these tools ahead of Pennie’s open enrollment deadline on January 15 to help guide them through the process of electing coverage.
“PID is committed to ensuring Pennsylvanians have all the information necessary to choose the best insurance option for them, and will continue to look for ways to make information more easily accessible,” said Pennsylvania Insurance Commissioner Michael Humphreys. “It’s PID’s hope that consumers find these reports useful when selecting an individual insurance plan for 2025.”
PID's TiC reports highlight important data for the prior plan year on claims, claim denials, and appeals information for health insurers selling Qualified Health Plans on Pennie. It also highlights the most common reasons for denials and provides important website links related to TiC requirements for individual and small group plans in the Commonwealth that are subject to the Affordable Care Act (ACA).
The Pennsylvania Affordable Care Act and QHP Summary Report explains how PID reviews health insurance products and enforces laws to ensure a fair insurance market and equitable treatment of consumers, providing an overview of the Pennsylvania health insurance market and outlining how PID analyzes health insurers' compliance with rules and regulations related to products and rates.
This report seeks to show the differences between health plans sold in the Commonwealth's individual and small group markets and can help Pennsylvanians better understand how benefits differ from carrier to carrier, so they can make informed decisions when shopping for coverage and take full advantage of their benefits.

Anyone who doesn’t have health coverage can join the over 435,000 Pennsylvanians who have found a quality health plan at the lowest costs through Pennie. Pennie’s open enrollment period is the only opportunity for Pennsylvanians to find affordable, high-quality health plans for coverage. Pennie’s Open Enrollment Period runs through January 15, 2025, with coverage starting February 1.
Nine out of 10 Pennie customers qualify for financial savings in the form of tax credits to help reduce monthly premium payments. Many customers also qualify for financial assistance to lower out of pocket costs. All health plans offered through Pennie cover essential services like hospital care, mental health support, prescriptions, maternity care and more.
