Getting Consumer Protection Done: Shapiro Administration Recovers $27 Million in Insurance Restitution and Helps Find Another $135 Million in Lost Life Insurance Benefits and Annuities for Pennsylvanians in 2024

Harrisburg, PA – The Pennsylvania Insurance Department (PID) today announced that it put nearly $162 million back in Pennsylvanians’ pockets in 2024 as a result of the Department’s regulatory efforts. PID retrieved $27 million in restitution for Pennsylvanians who had funds stolen or payments improperly processed, or who were otherwise due money back because of errors or bad conduct. Additionally, through the NAIC's Life Insurance Policy Locator service, PID worked with insurance companies to connect approximately 5,400 Pennsylvanians with upwards of $135 million in lost life insurance proceeds and annuity contracts.

PID regulates the business practices of insurers and insurance professionals, like insurance agents, to make sure that Pennsylvanians are protected. The Department’s job includes looking into consumer complaints, investigating claims of alleged misconduct by insurers and insurance professionals, and ensuring all regulated entities are properly licensed. If an insurer or insurance professional violates a law or regulation, PID works to correct the issue, which can result in a consumer receiving refunds, payments or credits.

During 2024, PID received over 16,500 complaints and conducted multiple examinations and investigations, resulting in Pennsylvanians receiving a refund, payment, or credit. Some examples of how PID helped Pennsylvanians include:

  • Fixing claim errors – If an insurance company wrongly denies or underpays a claim, PID steps in to ensure the consumer gets the money they are owed;
  • Recovering stolen funds – If an agent takes payment for a policy but does not send it to the insurance company, PID helps get that money into the right hands;
  • Refunding overcharges – If a company charges higher premiums than what was approved, PID makes sure consumers receive refunds; and
  • Ensuring compliance with laws – PID enforces laws to prevent unfair insurance practices and ensures consumers are not overcharged or denied coverage they should receive.

Additionally, Pennsylvania law requires all companies selling life insurance policies in Pennsylvania to participate in a service that helps family members of a deceased loved one find a lost life insurance policy.

The Life Insurance Policy Locator service searches a comprehensive database of insurers to determine whether a deceased individual had a life insurance policy. When a request is received, the NAIC will ask participating life insurance companies to search their records to determine whether they have a life insurance policy or annuity contract in the name of the deceased. The insurance company will contact the requester if a policy is found, and the requester is named as a beneficiary.

PID reminds individuals who believe they are beneficiaries, executors or legal representatives of a deceased person to submit a search request form through the locator.
