The Pennsylvania Governor's Office of General Counsel (OGC) seeks a licensed attorney to for the role of Department Counsel providing litigation and regulatory legal services to the Pennsylvania Insurance Department (PID) Office of Chief Counsel.  The position is offered as an Attorney 1, 2 or 3, depending upon experience.  The workplace is based in the Harrisburg Capitol Complex and allows for a hybrid weekly telework schedule of three days in-office at the discretion of the General Counsel. 

 

What You Will Do:

  • Provide legal advice on insurance regulation, including licensing, enforcement, solvency, market conduct, product approvals, consumer services, and government operations.
  • Assist with contracts and procurement by drafting, reviewing, and negotiating agreements, particularly those related to insurance regulation.
  • Support litigation in appellate and administrative forums and handle subpoenas and other legal matters.
  • Collaborate with insurance regulators and legal counsel nationwide through the National Association of Insurance Commissioners.

 

What We’re Looking For:

  • Experience in insurance regulation or administrative law, including litigation, is preferred but not required.
  • Strong written and verbal communication skills, attention to detail, and ability to lead in-person and virtual discussions.
  • A strong work ethic, interpersonal skills, and the ability to build trust and collaboration with PID program areas.
  • Ability to work independently with supervision while also collaborating with attorneys, clients, leadership, and vendors.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school. 
  •  Active membership in good standing with the Pennsylvania Bar.
