Currently only certified commercial or public applicators working for a licensed pesticide application business can apply pesticide aerially (including drones). Even certified Private Applicators who wish to only apply pesticides on their own property would need to get their commercial applicator certification and pesticide application business license.
To become a commercial/public applicator to apply using a drone you must pass the Core exam and the Category 25 Aerial Applicator exam.

Commercial and Public applicators need to be under a pesticide application business license BU#. The requirements to hold the license are: have at least one person with the business that has their applicator license/certification, pay $35 fee, and meet insurance requirements.
