Indiana, PA – Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll and PennDOT District 10 Executive Brian Allen today highlighted projects expected to start or continue this year in Armstrong, Butler, Clarion, Indiana, and Jefferson Counties. These investments support Governor Josh Shapiro’s vision of a safe and reliable transportation network that connects people to opportunity and each other.
In the first two years of the Shapiro administration 12,921 miles of roadway were improved, including 4,708 miles of paving: nearly 900 more miles of roadway improved and over 800 more miles paved than in the previous two years. During the same timeframe, work advanced on 1,172 state and local bridges, compared to 998 during the previous two years. Additionally, under this administration, PennDOT and its industry partners repaired more poor-condition bridges than any other state in the nation in 2023 and improved more miles of roadway than any time in the past decade.
“We have made significant improvements to roads and bridges in every corner of Pennsylvania and I’m proud of the department’s aggressive work for Pennsylvanians,” Carroll said. “No matter how large or small a community is, its residents, businesses, and visitors deserve a reliable and safe transportation system. That mission will continue this year and I’m excited to see more progress coming to this region.”
PennDOT will build on this momentum this year and anticipates investing more than $148 million in the region spanning Armstrong, Butler, Clarion, Indiana, and Jefferson counties. This investment includes rehabilitating, reconstructing, and resurfacing 195 miles of highways and working on 24 bridges.
“Our primary goal is to provide safe and efficient roadways for our motorists," Allen said. “These upgrades, resurfacing, and safety enhancements will improve our existing transportation system and ensure that we are meeting the needs of those travelling across them.”
The 2025 construction and maintenance season in District 10 includes 40 construction projects,195 miles of paving, 434 miles of seal coating, and nearly 1,300 miles of shoulder cutting. Notable projects continuing into or beginning in 2025 include:
Armstrong County
- Safety improvement project on Route 28/66 (Goheenville Dip) in Pine Township including roadway realignment, bridge replacements, continuing a truck climbing lane, and adding turning lanes at intersecting roads. $16.6 million. Anticipated completion in spring 2025.
- Bridge preservation activities on the structure carrying U.S. 422 over the Allegheny River in North Buffalo and Manor townships. This project also includes bridge rehabilitations on Route 66, the Graff Bridge ramp over U.S. 422/Route 2025 and Garrets Run. $45.6 million. Anticipated completion in fall 2027.
Butler County
- Widening, drainage, and intersection improvements including adding turn lanes and new traffic signals on Freedom Road (Route 3020) from the Beaver County line to Haine School Road in Cranberry Township. $18.5 million. Anticipated completion in fall 2025.
- Safety enhancement project on the Route 68 corridor in Butler and Connoquenessing townships including a signal replacement, turn-lane installation, and corridor improvements to reduce congestion from Stevenson Road to the intersection of Meridian Road/Benbrook Road. $18.7 million. Anticipated completion in fall 2025.
- Safety improvement project on Three Degree Road in Adams and Middlesex townships that includes adding through and turn lanes, service roads, jug handles, drainage, guiderail updates, signal enhancements, sidewalks, Americans with Disabilities Act (ADA) compliant ramps, and two roundabouts. $55.8 million. Anticipated completion in November 2026.
- Safety improvement project along Franklin Road (Route 3021) in Cranberry Township that includes shoulder widening, rumble strip installation, and sight distance improvements from the intersection of Route 228 north to Peters Road. $19.2 million. Anticipated completion in fall 2027.
- Bridge replacement projects along Routes 3014 and 3015 in Callery Borough and Adams Township. Work on the first structure along Kline Avenue (Route 3014) near the Mars Evans City Road intersection was completed in 2024. Work on the second structure will begin in 2025 on Mars Evans City Road (Route 3015) near the intersection with Kline Avenue. $4.5 million. Anticipated completion in fall 2025.
- Intersection improvements and replacement of Karns Crossing Bridge on Route 68, which spans over the Bessemer & Lake Erie Railroad and the Buffalo & Pittsburgh Railroad as well as replacement of the arch culvert in Butler and Summit townships. $64.8 million. Anticipation completion in spring of 2028.
Clarion County
- Safety improvement project along Route 68 from Dolby Street to Trout Run in Monroe and Clarion townships. Project includes replacing the structure carrying Route 68 over Trout Run, widening the roadway and improving the shoulders, curbs, and roadway alignment. $13.4 million. Anticipated completion in fall 2027.
- Bridge rehabilitation project for the structure carrying U.S. 322 over the Clarion River in Clarion and Paint townships. $1.6 million. Anticipated completion in fall 2025.
Indiana County
- Safety improvements at the intersection of Indian Springs Road (Route 422) and Rustic Lodge Road (Route 3033) in White Township. $4.3 million. Anticipated completion in fall 2026.
- Bridge replacement for the South 6th Street (Route 954) over Yellow Creek bridge in White, Center, and Brush Valley townships. $2.9 million. Anticipated completion in fall 2025.
- Bridge replacement for the Clarksburg Road (Route 3007) over Blacklegs Creek bridge in Conemaugh Township and the structure carrying Clarksburg Road over Marshall Run. $3.2 million. Anticipated completion in fall 2026.
- Construction of a multi-purpose pedestrian bridge over U.S. 22 as a part of the Hoodlebug Trail system in Burrell Township. $4.7 million. Anticipated completion in summer 2026.
- Restoring the U.S. 422 Indiana Bypass Eastbound and Westbound which includes guiderail upgrades, ramp work, and resurfacing in White, Center, and Armstrong townships. $14.6 million. Anticipated completion in fall 2025.
Jefferson County
- Replacing the Baxter Bridge carrying Mount Pleasant Road (Route 3033) over Redbank Creek in Clover Township. $4.8 million. Anticipated completion in fall 2025.
When encountering a work zone, please drive the posted speed limit, turn on your headlights, pay close attention to signs and flaggers and avoid all distractions. In high traffic locations, motorists are encouraged to use both lanes of travel to the merge point and are to take turns merging into the open lane.
