Indiana, PA – The Pennsylvania Department of Transportation (PennDOT) District 10 today highlighted improvements advanced during the 2024 construction and summer maintenance season in Armstrong, Butler, Clarion, Indiana, and Jefferson counties. The season included 63 construction projects, 190 miles of paving, 386 miles of seal coating, nearly 1,000 miles of shoulder cutting, and replacing or rehabilitating 130 state-owned bridges.
“It’s always my pleasure to share project information because it shows the improvements to our infrastructure that we are making,” PennDOT District 10 Executive Brian Allen said. “We had many large-scale projects happening through the district this season. These roadway and bridge upgrades, resurfacing, and safety enhancements help our motorists to travel safely and efficiently throughout our district.”
Statewide from January through October, 5,385 roadway miles were improved, including 1,941 miles of paving. In the same timeframe, work advanced on 401 state and locally owned bridges. Additionally, 356 construction contracts for highway, bridge, and other improvement projects were completed statewide through PennDOT's private-sector partners so far this year.
Since taking office, Governor Josh Shapiro has secured over $300 million in new infrastructure funding to maintain Pennsylvania's roads and bridges – reducing the Pennsylvania State Police's reliance on the Motor License Fund, delivering more funding for transportation while ensuring our law enforcement officers are sustainably funded.
As of October 31, District 10 had bid 32 projects at an estimated cost of $105 million, including 11 highway projects, 10 bridge replacements or rehabilitations, nine safety projects, and one geotechnical/drilling contract.
Notable projects continuing into or beginning in 2025 include:
Armstrong County
- Safety improvement project on Route 28/66 (Goheenville Dip) in Pine Township includes roadway realignment, bridge replacements, continuing a truck climbing lane, and adding turning lanes at intersecting roads, $16.6 million. Anticipated completion in spring 2025.
Butler County
- Widening, drainage, and intersection improvements including adding turn lanes and new traffic signals on Freedom Road (Route 3020) from the Beaver County line to Haine School Road in Cranberry Township, $18.5 million. Anticipated completion in fall 2025.
- Safety enhancement project on the Route 68 corridor in Butler and Connoquenessing townships including a signal replacement, turn-lane installation, and corridor improvements to reduce congestion from Stevenson Road to the intersection of Meridian Road/Benbrook Road, $18.7 million. Anticipated completion in fall 2025.
- Safety improvement project on Three Degree Road in Adams and Middlesex townships that includes adding through and turn lanes, new service roads, new jug handles, drainage, guiderail updates, signal enhancements, sidewalks, ADA ramps, and two roundabouts, $55.8 million. Anticipated completion in November 2026.
- Safety improvement project along Franklin Road (Route 3021) in Cranberry Township that includes shoulder widening, rumble strip installation, and sight distance improvements from the intersection of Route 228 north to approximately Peters Road, $19.2 million. Anticipated completion in fall 2027.
- Bridge replacement project along Routes 3014 and 3015 in Callery Borough and Adams Township that includes replacing two bridges. Work on the first structure along Kline Avenue (Route 3014) near the Mars Evans City Road intersection was completed in 2024. Work on the second structure will begin in 2025 on Mars Evans City Road (Route 3015) near the intersection with Kline Avenue, $4.5 million. Anticipated completion in fall 2025.
Clarion County
- Widening and improvements such as changing existing lanes, shoulders, curbs, and alignment to improve safety and efficiency along Route 68 from approximately Dolby Street to Trout Run in Monroe and Clarion townships. Project includes replacing the structure carrying Route 68 over Trout Run, $13.4 million. Anticipated completion in fall 2027.
- Rehabilitating the existing structure carrying U.S. 322 over the Clarion River in Clarion and Paint townships, $1.6 million. Anticipated completion in fall 2025.
Indiana County
- Safety improvements at the intersection of Indian Springs Road (Route 422) and Rustic Lodge Road (Route 3033) in White Township. Utility relocation work began in advance of other improvements that will begin in 2025, $4.3 million. Anticipated completion is fall 2026.
- Replacing the bridge carrying South 6th Street (Route 954) over Yellow Creek in White, Center, and Brush Valley townships. Utility relocation work began in 2024 in advance of the replacement of existing bridge in 2025, $2.9 million. Anticipated completion in fall 2025.
- Replacing the bridge carrying Clarksburg Road (Route 3007) over Blacklegs Creek in Conemaugh Township. Also included is replacing the concrete arch culvert carrying Clarksburg Road over Marshall Run, $3.2 million. Anticipated completion in fall 2026.
- Constructing a multi-purpose pedestrian bridge over U.S. 22 as a part of the Hoodlebug Trail system in Burrell Township from approximately the trail intersection with Cornell Road (T-841) adjacent to the park-n-ride near the U.S. 119/22 interchange, $4.7 million. Anticipated completion in summer 2026.
Jefferson County
- Replacing the Baxter Bridge carrying Mount Pleasant Road (Route 3033) over Redbank Creek in Clover Township. This project will start at the intersection with Route 28 and end on the east side of the Baxter Bridge, $4.8 million. Anticipated completion in fall 2025.
