Montoursville, PA – Steve Kehoe is the PennDOT District 3 District Office Employee of the Quarter for the second quarter, 2025.
Steve serves as a Municipal Services Specialist in the Municipal Services Unit, covering Bradford and Columbia counties. Steve’s main duties includes the coordination of municipal highway projects, recommendations for the correct disbursement/use of liquid fuel funds, technical advice, and ensuring compliance with state regulations, construction code, contract specifications, and project safety requirements in these counties.
During the closure of Route 6 in Troy Township, Bradford County, Steve assisted the bridge unit in coordination efforts with several municipalities affected by the closure. Steve assisted with the dissemination of roadway closures and roadway detour information. Steve also met with Troy and West Burlington Township’s on multiple occasions to evaluate the condition of local roads affected by detoured traffic.
Roadway maintenance estimates were also generated by Steve for several local roads to assist with the repair coordination. Steve played a key role in keeping information flowing between PennDOT’s Construction and Maintenance units throughout the Route 6 closure and bridge repair.
Steve also volunteered multiple days, working overtime to perform post-damage assessments for several state routes in Tioga County over a two-day period that were damaged due to tropical storm Debbie. In addition, Steve performed several post-damage assessments within Tioga County for local governments. This enabled timely submissions of their damages to their emergency management agency contact.
As a result of a vacant municipal services position, Steve took on additional work assignments within Tioga County, performing roadway reviews and estimates. This was in addition to his current coverage area that encompasses Bradford and Columbia counties, totaling 86 municipalities.
Steve’s construction knowledge and wiliness to help when needed has made him an asset to the Municipal Services Unit and to PennDOT.
Steve is an 18-year District 3 employee. He lives in Bloomsburg with his wife Katie and their three sons. Outside of work, Steve enjoys watching his sons play sports and participate in Boy Scouts. Steve also enjoys hiking, hunting, and fishing.
