PennDOT Announces Virtual Plans Display for Interstate 80 Section 311 in Luzerne County

Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to a virtual plans display regarding the Interstate 80, Section 311, Pavement and Bridge Replacement Project along Interstate 80 from west of the Route 309/Interstate 80 interchange (Exit 262) to west of the White Haven Interchange (Exit 273), Luzerne County. This plans display will be held online.

The project consists of Interstate 80 pavement replacement due to the ASR concrete for 7.5 miles eastbound from the bridge over Route 309 to the Mile 270 rest area. The rest area will also be reconstructed up to the limits of a prior PennDOT rehabilitation project. Drainage repairs, including replacement of all eastbound cross pipes, westbound cross pipes within the limits for reconstruction, select slope and parallel pipes, inlets, and endwalls, will be completed along eastbound and westbound. Seven structure replacements will be completed within the project limits. The bridges carrying Linesville Creek beneath Interstate 80 eastbound and westbound, the bridges over Route 309 eastbound and westbound, the bridges over Nescopeck Creek/Honey Hole Road eastbound and westbound, and the culvert conveying Oley Creek beneath Interstate 80 eastbound will all be replaced. There are also five culverts that need to be rehabilitated.

The purpose of the project is to reconstruct approximately 7.5 miles of Interstate 80 eastbound due to the presence of Alkali-Silica Reaction (ASR) failure of the existing concrete.  ASR results in the cement and aggregate losing their bond, and ultimately the concrete fails. The remediation for this is a complete pavement removal and reconstruction.

There will be no detours required for the Interstate 80 mainline, two lanes of traffic will be maintained in both westbound and eastbound directions using crossovers. The ramps at Exit 262 will be detoured during reconstruction.  The detour to the north (6.4 miles) will utilize Interstate 81, Route 3007, Route 2045 and Route 309.  The detour to the south (13.6 miles) will utilize Route 940 and Route 309.  These detours will be implemented under Stage 2 and Stage 4 traffic control operations intermittently from summer 2026 through summer 2028.  Then again from fall 2029 through summer 2031. Traffic will be detoured along Honey Hole Road during the Interstate 80 structure replacements spanning above this road.  The 21.4-mile detour route will follow Honey Hole Road (County Road), Route 437 (Woodlawn Avenue), Crestwood Road (County Road) and Route 309 (S. Mountain Road/N. Hunter Highway). It is anticipated that the detour will occur intermittently, from summer 2026 through spring 2027 and again from summer 2027 through spring 2028.  Between detour operations, Honey Hole Road will function as a single lane beneath the structure replacements, controlled with a temporary traffic signal.

Construction work is anticipated to take place in the summer of 2026.

It is anticipated that construction will begin in the Spring of 2026 and will be complete by the Summer of 2032.
