PennDOT to Begin I-95 North Reconstruction Project in Northeast Philadelphia

Philadelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that construction will begin on Monday, May 5, on the $355.3 million project to reconstruct and improve northbound I-95 between Wheatsheaf Lane and Margaret Street, replace three northbound I-95 bridges, and rehabilitate two ramps at the Betsy Ross Bridge Interchange in Northeast Philadelphia.

Early construction activities will include setting up a temporary traffic pattern for northbound reconstruction that, when in place, will shift three lanes each of northbound and southbound I-95 traffic to the southbound side and median.

Travel restrictions for this work will be announced several days prior to the scheduled activities.

The I-95 Section BR3 project includes reconstructing and widening northbound I-95 to four lanes from the Wheatsheaf Lane underpass to just north of Margaret Street, realigning Pearce Street to connect to Orthodox Street, constructing several retaining walls, and installing new sound walls along the northbound side.

In addition, PennDOT will replace northbound I-95 bridges over the Frankford Creek, Orthodox Street, and Lefevre Street, and rehabilitate the ramps from Aramingo Avenue to northbound I-95, and from the Betsy Ross Bridge to northbound I-95.

Construction will be coordinated as needed with PennDOT’s I-95 Section BS2 project, the reconstruction and widening of northbound and southbound I-95 between Carver and Margaret streets at the adjacent Bridge Street Interchange.

Section BR3 is scheduled to be completed in late 2027. It is the third of five contracts to reconstruct and improve I-95 and its ramps at the Betsy Ross Bridge Interchange.

Sections BR0 (completed 2017) and BR2 (completed 2023) reconstructed numerous ramps and bridges at the interchange. Ground level and utility improvements were also completed under these projects.

Section BR5, scheduled for construction in 2027, will rehabilitate the Conrail/NJ Transit railroad bridge over I-95 and the northbound ramps to the Betsy Ross Bridge and Aramingo Avenue. The railroad bridge over Thompson Street will also be removed under this contract.

Section BR4, scheduled for construction in 2029, will reconstruct and widen southbound I-95 between Margaret Street and Wheatsheaf Lane and replace three bridges.
