PennDOT Announces Online Plans Display for the Interstate 81 Culvert Rehabilitation Project in Penn Township, Cumberland County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Interstate 81 culvert rehabilitation project. The purpose of the project is to address the deteriorating condition of the culvert and provide a sustainable crossing of I-81 in Penn Township, Cumberland County.

The project consists of rehabilitation of the existing metal plate pipe-arch culvert by adding slip lining to the existing culvert. The proposed culvert will accommodate two 12-foot lanes with 10-foot outside shoulders and 6-foot inside shoulders. Farm Road, which is adjacent to the culvert, will be closed for approximately six months to all traffic during the construction. The proposed detour route will use Route 174 to T-346 (Smith Road). Two lanes of traffic on I-81 will be maintained in each direction during the construction.

The project is currently in design and construction work is expected to take place in the 2026 construction season.

A plans display will be held online only. A digital version of the information will be available to view online from April 11, 2025, to May 12, 2025.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
