Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 422 (E. Cumberland Street) Resurfacing and Intersection Improvement Project in Lebanon City, and North Lebanon, Jackson, and South Lebanon townships, Lebanon County.
The project involves safety improvements at the intersection of E. Cumberland Street (Route 422) and Prescott Drive/Prescott Road (Route 1013/Route 2005). Work is anticipated to include the construction of a new traffic signal at the intersection.
Also included are drainage improvements, stormwater management features, and updated signing and pavement markings. The section of Route 422 west of 15th Avenue will comprise of 11-foot travel lanes and existing shoulders with a minimum width of 4 foot. The section of Route 422 east of 15th Avenue will comprise of 12-foot travel lanes, a 10-foot middle travel lane, and existing shoulders.
Traffic will be maintained on Route 422 during construction. Detours for Prescott Drive/Prescott Road will be implemented during specific stages of construction using local collector roadways. Temporary construction easements and right-of-way acquisition are anticipated. PennDOT will coordinate directly with impacted property owners. Utilities will be impacted by construction and relocations are being coordinated with facility owners.
The project is currently in preliminary design and construction work is anticipated to begin during the 2027 construction season subject to all approvals, environmental clearances, and funding availability.
The plans display will be held online only. A digital version of the information will be available to view online until February 28, 2025.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
