Shapiro Administration Opens Three New Federally Funded Charging Stations, Continues to Move Quickly to Deploy Federal Funds to Create Jobs and Build Out Pennsylvania’s Transportation Infrastructure

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) today announced the opening of three new federally-funded Electric Vehicle (EV) charging stations, built using funds from the National Electric Vehicle Infrastructure (NEVI) program.

The new stations are at the following locations: Flying J Travel Center in New Milford, Susquehanna County, the Chambersburg Square shopping center along Walker Road in Franklin County, and at Sheetz along I-81 (Exit 44) in Carlisle, Cumberland County. These newly opened charging stations bring the total opened in Pennsylvania to eight.

The growing EV charger network demonstrates the Shapiro Administration's commitment to getting stuff done and using federal funding efficiently to deliver results for Pennsylvanians. These charging stations will help more people get where they need to go – and the Shapiro Administration will continue investing in, repairing, and building our Commonwealth’s key infrastructure.

“Pennsylvania continues to move quickly to invest in critical EV infrastructure,” said PennDOT Secretary Mike Carroll. "These federally funded chargers represent a core component in the future of EV transportation – and we’re using federal funds efficiently to create jobs and improve our transportation system."

The New Milford station represents an investment of $852,379 in federal NEVI funding, and each stall is capable of providing up to 350 kW of power. While charging, customers will have access to site amenities including 24/7 access to restrooms, Wi-Fi, food, beverages and other convenience items for purchase.

“This NEVI-funded charging station is another step forward for EV drivers in Pennsylvania," said Brandon Trama, head of vehicle electrification and infrastructure at Pilot. "Through our collaboration with GM, EVgo, PennDOT and federal stakeholders, we're working together to create a reliable, convenient, and safe charging network that supports EV travel across the country.”

The Chambersburg station represents an investment of $793,457 in federal NEVI funding, and each port is capable of providing up to 400 kW of power. While charging, customers will have access to local shopping and dining options.

The Carlisle station represents an investment of $738,937 in federal NEVI funding, and each port is capable of providing up to 400 kW of power. While charging, customers will have access to amenities such as, prepared food, beverages, and other convenience items.

“Francis Energy is proud to open our first NEVI stations in Pennsylvania. This infrastructure will serve as an economic development tool for the Chambersburg and Carlisle communities, by driving traffic to local, Pennsylvania-based businesses,” said David Jankowsky, Founder and CEO at Francis Energy. “We are grateful for our partnership with PennDOT and look forward to continuing to invest in Pennsylvania, connecting people across the Commonwealth."

NEVI funding supports the expansion of EV charging along the previously designated Alternative Fuel Corridors (AFCs) (see a map of AFCs here). Pennsylvania has over 1,800 miles of AFCs. Per guidance from U.S. DOT, NEVI formula funds must first be used to "build out" designated AFCs (meaning there must be no more than 50 miles between stations and less than 1 mile from an AFC exit) and meet U.S. DOT minimum standards and requirements. NEVI-funded charging stations in Pennsylvania have delivered more than 9,500 charging sessions, powering over 1.1 million estimated miles driven and reducing CO2 emissions by more than half a million pounds.

The PA NEVI program includes multiple rounds of funding. During Round 1, of which these stations were awarded, the focus was on building out the AFC network along the interstates to meet the NEVI requirements. PennDOT has since announced awards for Round 1A and Round 1B of NEVI funding which were designed to fill the remaining gaps along the AFC network. A list of all NEVI awards is available on PennDOT's website.

Pennsylvania can compete for billions of dollars in federal funds across a wide range of federal grant programs through the BIL, also known as the Infrastructure Investment and Jobs Act (IIJA). To help communities and organizations learn about these opportunities, PennDOT created a web page, www.penndot.pa.gov/IIJA, with details on federal grant opportunities to help municipalities, townships, and other community agencies with understanding the multiple transportation program grants that are available. The page includes Grant Alerts, guides, and links to important resources for local municipalities and organizations interested in pursuing federal funding opportunities.
