Embankment stabilization project on Route 44 between Torbert Lane and Tombs Run in Watson Township. Work in 2024 included drainage upgrades, a soil nail wall, and a guiderail stabilization wall. Work in 2025 includes a soil nail wall and a rock stabilization wall. Additional work includes paving, line painting, and guiderail upgrades. Traffic will be maintained using a single lane with a temporary traffic signals. Work began in the spring of 2024 and is anticipated to be completed in the fall of 2025. The construction cost is $11.8 million.
This project is being funded with Federal Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) program monies from the Bipartisan Infrastructure Legislation.

2025 Work Preview
Work in 2025 includes completing the remaining embankment stabilization areas and paving between Route 973 and Waterville. Traffic will be maintained using a single lane with a combination of temporary traffic signals and flagging where work is being performed. Work began in the summer of 2024 and is anticipated to be completed in the summer of 2025. The construction cost is $9.3 million.
2024 Work Summary
In 2024, Route 44 was paved between Route 220 and the PennDOT (44-86S) project in Watson Township and 12 stabilization areas were completed. Traffic will be maintained using a single lane with a combination of temporary traffic signals and flagging where work is being performed. Work began in the summer of 2024 and is anticipated to be completed in the summer of 2025. The construction cost is $9.3 million.
Traffic Updates
The Week of April 7, 2025
- On Tuesday, April 8, 2025, the temporary traffic signals will be placed in full operation mode.
- A temporary barrier will be placed along the construction area, which is located between 1.5 miles north of Furnace Run Road (T-631) and just south of Route 973.
- The contractor, HRI, Inc., will begin to mobilize equipment and materials at the work site in preparation for work to begin.
- Motorists can expect single lane conditions where work is being performed. Work will be performed during daylight hours.
Traffic Impacts
- Temporary barrier will be placed between 1.5 miles north of Furnace Run Road (T-631) and just south of Route 973.
- Temporary traffic signals will be placed in full operation mode on Tuesday, April 8.
- Motorists can expect single lane conditions through Fall 2025.
- A 12-foot width restriction.
