facilitates collaboration and coordination between the various areas of the Governor’s Office and the Governor’s Budget Office to ensure the Commonwealth's operating budget is considered throughout the decision-making process and aids in the entire Commonwealth budget process.

This bureau manages Office of the Budget interactions with the General Assembly on budget matters and analyzes the fiscal impact of pending legislation and regulations on the state budget and Commonwealth agencies and programs.  It also oversees and provides the direct analysis of proposed legislation to determine fiscal implications and consistency with Commonwealth programs and policies via coordination with other internal Office of the Budget staff from multiple bureaus, as well as fiscal and policy directors at agencies under the governor’s Jurisdiction.

This group develops strategies to implement new or revised state programs and policies that are included in the Governor’s Executive Budget proposal, or within the enacted General Appropriations Act from various fund sources, including but not limited to the General Fund, Motor License Fund, and Lottery Fund.

The Legislative Review Division ...

supports the objectives of the Office of the Budget through drafting and preparing legislation and fiscal notes, reviewing regulations and materials such as information as well as testimony being submitted to the General Assembly, and advocating for the Governor’s initiatives with the members of the General Assembly. 

The group also supports the general efforts of the Office of the Budget by communicating the proposed and enacted Commonwealth budgets to the public and media, as well as explaining the policy and priorities as they relate to the Governor’s initiatives; as well as assisting with communications involving other areas of the Office of the Budget, including the Office of Budget Operations, Redevelopment Assistance Capital Program (RACP), the Office of Comptroller Operations, and the Office of the Budgets' Legal Office.
