The Bureau of Real Estate manages the process through which state agencies lease additional office space, Pennsylvania liquor stores, and warehousing. All leasing requests and lease actions are reviewed for cost-saving opportunities, such as the colocation and consolidation of staff to reduce the total amount of space the Commonwealth rents and reduce the overall administrative work related to managing leases.

Downtown Location Law

The Downtown Location Law was designed to facilitate the revitalization of traditional central and neighborhood business districts throughout the Commonwealth. DGS has established guidelines to encourage state agencies to locate in downtown areas to promote reuse and redevelopment, support of local business, and avoid contributing to the effects of urban sprawl.

Leasing of Commonwealth-Owned Facilities

The Commonwealth may lease excess land and buildings to public and private entities in its sole discretion and when the proposed use does not conflict with the primary use by the Commonwealth of the rest of the property. In limited instances, the Commonwealth may also lease a property to state employees as defined in Management Directive 315.14 Maintenance Charges for Employees Residing or Subsisting in Commonwealth-Owned Facilities.
