ECM governance structure is designed to promote open communication and information sharing among a variety of DHS, Health and Human Services Delivery Center (HHSDC), and county organizations.
DHS / HHSDC Executive Staff: DHS and HHSDC executive staff include the DHS Secretary, Executive Deputy Secretary, Special Advisors and Assistants to the Secretary, Program Office Deputy Secretaries, the HHSDC Chief Information Officer, and the HHSDC leadership team.
ECM Steering Team: The ECM Steering Team is a group of executive-level DHS and HHSDC staff who meet monthly about the ECM project. All major ECM program and policy decisions are made in these meetings.
MA Waiver Populations Steering Team: The MA Waiver Populations Steering Team includes representatives from DHS' Office of Developmental Programs (ODP), Office of Long-Term Living (OLTL), Office of Child Development and Early Learning (OCDEL), and Office of Mental Health and Substance Abuse Services (OMHSAS). The steering team is responsible for identifying the functionality needed for the Home and Community-Based Services subsystem (HCBSS) of ECM and reviews and approves decisions and assumptions, user story deliverables, and will participate in the prioritization of user stories.
OLTL Enrollment Services Project Team: The OLTL Enrollment Services Project Team includes OLTL staff who are responsible for identifying the functionality needed for the OLTL Enrollment Services subsystem of ECM and helping to ensure the functionality is configured appropriately to meet the needs of the business. The project team reviews and approves decisions, assumptions, and user story deliverables and will participate in the prioritization of user stories. The project team also reviews action items, risks and issues for resolution or escalation.
BHA Project Team: The Bureau of Hearings and Appeals (BHA) Project Team includes BHA staff and program office representatives who are responsible for identifying the functionality needed for the Hearings & Appeals subsystem of ECM and helping to ensure the functionality is configured appropriately to meet the needs of the business. The project team reviews and approves decisions and assumptions, user story deliverables, and will participate in the prioritization of user stories. The project team also reviews action items, risks and issues for resolution or escalation.
CW CM Advisory Board: The Child Welfare Case Management (CW CM) Advisory Board meets once a month and members include leadership representatives from DHS' Office of Children, Youth, and Families (OCYF), HHSDC, and counties. This group reviews strategic recommendations made by the CW CM Steering Team and operational decisions that have been escalated by the Steering Team.
CW CM Steering Team: The CW CM Steering Team meets twice a month and members include representatives from OCYF, HHSDC, and numerous counties. This group reviews operational decision requests escalated by the project team and workgroups. This group also makes strategic recommendations to the Advisory Board.
CW CM Project Team: The CW CM Project Team meets twice a month and members include representatives from OCYF and HHSDC. The Project Team reviews the overall status and objectives of the CW CM project, recommends agenda topics for the CW CM Steering Team and Advisory Board meetings, and reviews CW CM-related action items, decisions, assumption, risks and issues for resolution or escalation.
