Overview
Act 152 of 2002 requires all messenger and agent services to enter into contract with the Department. The messenger and agent service contract requirement packets are listed below.

As part of an agent service contract, you are required to attend a PennDOT approved training course during certain intervals throughout your contract period. You must take a Basic Title and Registration Training class within one year of obtaining your contract. After that basic training, you are required to participate in an Advance Agent Service training class every two years. A listing of PennDOT training classes may be found in PennDOT’s Driver and Vehicle Services Bulletins. Look for a bulletin with the most recent edition date that has the word "seminar" in the title, or you may contact one of PennDOT’s approved Certified Agent Services Trainers below:

Please Note: Authorized PennDOT certified trainers may charge a service (delivery) fee. The trainer's service (delivery) fees vary by trainer. To compare service (delivery) fees, you are encouraged to contact the authorized PennDOT certified trainers you are interested in for the applicable service (delivery) fees charged.
It is a requirement that all messenger and agent services enter into contract with PennDOT. The agent service contracts require certain personnel to attend periodic PennDOT certified training courses. Specifics as to training requirements for agent services and any business or association interested in being certified to provide training can be found on the Agent Service Training Fact Sheet (PDF).
An Agent Service is defined as any person who primarily is involved in completing motor vehicle transactions (MV-1, MV-4ST and MV-120) and is responsible for accuracy.
Persons requiring training are determined by the agent service and include, but are not limited to, business owners, corporate officers, title clerks, finance and insurance personnel and office managers.
