Help America Vote Act (HAVA) 2022 Election Security Grant Fund
On March 15, 2022, the Consolidated Appropriations Act of 2022 was signed into law. The Act included $75 million in new Help America Vote Act (HAVA) funds, made available to states to improve the administration of elections for Federal Office, including to enhance technology and make election security improvements. The 2022 HAVA Election Security Fund, authorized under Title I Section 101 of the Help America Vote Act (HAVA) of 2002, marks the third new appropriations for HAVA grants since FY2010. This funding will provide states with additional resources to secure and improve election administration.
Pennsylvania's share of this federal funding is $2,205,840.
On April 4, 2022, Acting Secretary of the Commonwealth Leigh Chapman notified the U.S. Election Assistance Commission (EAC) that Pennsylvania intended to distribute 50% of the grant award, $1,102,920, to the counties to either prepare for the implementation of the SUREVote system or enhance their election security posture this year by using grant funds for the following:
- Personal computers that meet the required specifications to access SUREVote;
- Mobile devices or other tokens necessary to conform to the Commonwealth's Multi-factor Authentication standard;
- Physical security devices to protect critical election infrastructure; and/or
- Monitoring and detection tools to identify and/or mitigate threats to the counties' elections infrastructure.
The remaining portion of this grant will be expended directly by the Commonwealth for statewide efforts for any projects associated with the new SUREVote platform as well as voter education efforts for the 2022 General Election.
