Title IA does still require parents to be notified if their child is being taught by a teacher that isn't appropriately state certified. 

LEA level – Appropriately State Certified
The Local Education Agency (LEA) will ensure that all teachers working in a program supported with Title I funds meet applicable State certification and licensure requirements.

    1. Teachers working in a Title I program are appropriately state certified.

School level – Appropriately State Certified
The Local Education Agency (LEA) and the Title I School has professional standards for paraprofessionals working in a program supported with Title I.

    1. All instructional paraprofessionals working in a Title I program are appropriately certified.
    2. Parents (in Title I schools only) are directly notified annually that they may request information regarding the professional qualifications of their child's teacher(s), and of paraprofessionals who provide instructional services to their children.
    3. Parents (in Title I schools only) are notified if their child is assigned to or being taught for four or more consecutive weeks by a teacher who is not appropriately state certified. (This cannot be marked N/A.)
