The National Reporting System, or NRS, provides information to the federal government on outcomes required by adult education's authorizing legislation, the Workforce Innovation and Opportunity Act of 2014 (WIOA). WIOA defines six primary indicators of performance for which states are accountable for all programs authorized under the law. These six indicators are employment in the second and fourth quarters after program exit, median earnings in the second quarter after exit, credential attainment rate, measurable skill gains, and effectiveness in serving employers. The NRS also provides common definitions on how to measure the primary indicators of performance for use across the country, along with methodologies for surveying learners and forms and procedures for collecting data. In Pennsylvania, every adult education program uses data collection software, modified to meet NRS requirements, to collect and report data.
Adult Basic and Family Literacy Education
