The following checklist is a resource to assist a charter school that is permanently closing due to revocation of its charter, nonrenewal of its charter or surrender of its charter. While not an exhaustive list, charter school administrators, legal counsel and other stakeholders may seek to use this checklist to provide structure and guidance during the closure process. Completion of the suggested steps below will likely necessitate a minimum of 60 days and require formal action by the charter school's board of trustees prior to closure. Charter schools should consult with legal counsel to discuss legal issues associated with the closure process.
While the first action items have been pulled from the Pennsylvania Charter School Law (CSL), much of the information provided in this Charter School Closure Checklist was derived from the Accountability in Action: A Comprehensive Guide to Charter School Closure report prepared and published by the National Association of Charter School Authorizers (NACSA) in 2010 and the Special Education Toolkit: Guidance for Charter School Authorizers report prepared by the National Center for Special Education in Charter Schools for the National Association of Charter School Authorizers (NACSA). NACSA is nationally recognized for its Principles & Standards for Quality Charter School Authorizing, which support policies and procedures aimed at increasing the number of high-quality charter schools throughout the United States (www.qualitycharters.org).
