Final Adjudications Issued - Raymond and Dalmas

 

The Pennsylvania State Ethics Commission has issued a final adjudication in the following matters under

HARRISBURG, PA –

Order No. 1840 (Raymond)
Director of Bureau of Veteran Homes
Department of Military and Veterans Affairs
Dauphin County, PA

ORDER SUMMARY:

1.         A violation of Section 1103(a) of the Public Official and Employee Ethics Act, 65 Pa.C.S. § 1103(a), occurred when Barbara L. Raymond (“Raymond"), as the Director of the Bureau of Veterans Homes of the Pennsylvania Department of Military and Veterans Affairs, utilized Commonwealth-related travel to receive reward/benefit points from the Hilton Honors and Marriot Bonvoy rewards programs which were not used for Commonwealth-related travel. 

2.         Per the Consent Agreement of the parties, Raymond is directed to make payment in the amount of $1,000.00 payable to the Commonwealth of Pennsylvania and forwarded to the Pennsylvania State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this Order. 

3.         Raymond is directed to not accept any reimbursement, compensation or other payment from the Bureau of Veterans Homes, Pennsylvania Department of Military and Veterans Affairs, representing a full or partial reimbursement of the amount paid in settlement of this matter. 

4.         Raymond is directed to fulfill her agreement to use travel rewards program points accrued during Commonwealth travel only for future Commonwealth travel in accordance with Commonwealth policies.           

5.         Compliance with paragraphs 2, 3, and 4 of this Order will result in the closing of this case with no further action by this Commission.             

            a.         Non-compliance will result in the institution of an order enforcement action.

 

Order No. 1841 (Dalmas)
Superintendent
Sto-Rox School District
Allegheny County, PA

ORDER SUMMARY:

1.         A violation of Section 1103(a) of the Public Official and Employee Ethics Act, 65 Pa.C.S. § 1103(a), occurred when Frank Dalmas (“Dalmas"), as the Superintendent of the Sto-Rox School District (“District"), Allegheny County, Pennsylvania, had invoices created utilizing District letterhead in order to invoice a nonprofit on his own behalf and directed the District's Accounts Payable Secretary to generate and issue a check to him, resulting in a private pecuniary benefit to him. 

2.         Per the Consent Agreement of the parties, Dalmas is directed to make payment in the amount of $3,334.00 payable to Sto-Rox School District and forwarded to the Pennsylvania State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this Order. 

3.         Dalmas is directed to not accept any reimbursement, compensation or other payment from the District representing a full or partial reimbursement of the amount paid in settlement of this matter. 

4.         To the extent he has not already done so, Dalmas is directed to file complete and accurate Statements of Financial Interests for calendar years 2018 through 2022 with the District, through the Pennsylvania State Ethics Commission, by no later than the thirtieth (30th) day after the mailing date of this Order.           

5.         Compliance with paragraphs 2, 3, and 4 of this Order will result in the closing of this case with no further action by this Commission.             

            a.         Non-compliance will result in the institution of an order enforcement action.
