Richard S. Kauffman of Leesport, Berks County, represents the Eighth District for the Pennsylvania Fish and Boat Commission. He was appointed in July 2017 and re-appointed in June 2019.

Commissioner Kauffman retired in 2014 after a thirty-six-year career with Penn State Cooperative Extension. For twenty two years, Rick served as 4-H Youth Development Coordinator in Berks County. During that time, he also served in various leadership roles within the state, regional and national 4-H professional levels. The remaining years were spent in administrative capacities serving as Berks County Extension Director, Interim Southeast Regional Director, and District 18 Director responsible for Berks, Schuylkill, Lehigh and Northampton Counties.

Upon retirement, Commissioner Kauffman works part time as a Soil Sample Technician for Rosetree Agricultural Consulting, and has assisted the Berks County Natural Resource Conservation Service (NRCS) with the local Conservation Reserve Enhancement Program (CREP).

A lifelong outdoor enthusiast, Commissioner Kauffman continues to spend considerable time hunting, fishing and promoting outdoor pursuits. He is President of the Remington Hunting Club in Clinton County, and Secretary/Treasurer of the Rippling Waters Club in Pike County.

Commissioner Kauffman received his B.S. from Lock Haven State College in 1978, and earned a M.Ed. from Penn State Great Valley in 1995.

Commissioner Kauffman and his wife, Mary Jean, are proud parents of a son, James, and daughter, Katie, husband Matt and grandson Cal.
