Commissioner William Gibney of Honesdale, Wayne County, represents the Seventh District of the Pennsylvania Fish and Boat Commission. He was appointed in June 2019.

Commissioner Gibney is from Waymart, PA and graduated from Western Wayne High School. He received a BS degree in Biology and Secondary Education from King's College in Wilkes-Barre and completed an MS degree at the University of Scranton.

He recently retired from the Wayne Highlands School District in Honesdale following a more than 33 year career teaching physics and biology. Mr. Gibney also was the boys and girls tennis coach for most of his career at Honesdale High School and science department chairman. Additionally, he taught biology, physics and astronomy as an adjunct faculty for several colleges and universities. He also was employed as a Deputy Wildlife Conservation Officer for 13 years and as a State Park Ranger for 9 years.

Commissioner Gibney is an avid outdoorsman who enjoys fishing, especially fly fishing, upland bird hunting, cross country skiing and boating. He was also previously involved in Boy Scouting as a volunteer Scoutmaster and Committee Chairman.

Mr. Gibney and his wife, Karen, live in Wayne County, near Honesdale, and share their home with 2  bird dogs.

He endeavors to continue and enhance Pennsylvania's reputation as a destination for fishing and boating and to maintain & improve the Commission's reputation as a national leader in fisheries and waterways conservation.
