Effective August 3, 2020, the Pennsylvania Department of Health is responsible for licensing Mothers' Milk Banks per the requirements of Act 7 of 2020. Donor milk banks that do business in Pennsylvania are to be licensed by the Department of Health. Hospital-based milk banks that only use donor milk for its patients are exempt from the licensure requirement.
Human milk banks are a service established to collect milk from donors and process, screen, store and distribute donated milk to meet the specific needs of individuals for whom human milk is prescribed by licensed health care providers (CDC).
