Once a candidate is selected, follow your agency’s procedures to secure all necessary approvals and make an offer of employment.
If you will be making a selection from another state agency, it is imperative that you (the gaining agency) contact the other HR office at the time the final offer is made to arrange for the transfer and confirm the effective date of the change. Use this contact list to coordinate with an independent agency.
Most new hires will go through an online onboarding process that includes required employment forms, policy acknowledgements, job details and benefits information.
Additional resources are available to support Commonwealth supervisors on the Employee Resource Center (ERC) website through the Supervisor Center. Supervisors must be logged in the ERC to access the Supervisor Center in the top navigation bar.
Onboarding resources:
- Supervisor Onboarding Checklist: This is a comprehensive list of items, not all will apply to every new hire. Consider the needs of the new employee and the position when determining which items need completed or discussed.
- Quick Guide for New Employees: To process employment quickly and efficiently, the commonwealth provides an online onboarding program for convenience. This guide provides a checklist and reminders for new hires on steps to take.
- HR Service Center Contact Cards: are available through the PA Publisher ordering system. The cards are located in the Commonwealth Catalog > Human Resources Catalog. View full instructions on ordering HR Service Center contact cards.

Use the Master Roles Document to identify which roles your new employees may need to be assigned in SAP. You can request role assignments through AskHR.
After beginning commonwealth employment, employees will receive an employee mobility survey. This is in addition to the onboarding surveys they will receive throughout their first year of employment.
You should encourage survey participation and regularly review the data collected through these surveys. HR professionals with the employee mobility role in Oracle have access to the survey data collected. To gain access to this role, please submit an HRIS Security Request through AskHR on the ERC.
