Information Technology

The Information Technology Division supports the Juvenile Court Judges’ Commission (JCJC) by providing a variety of services which include customized development applications, software training, and support.  The Information Technology Division collects, analyzes, and publishes juvenile court data for the Commonwealth. This data is used to analyze juvenile court trends, develop plans to improve juvenile court and juvenile probation operations, and support ongoing research. 

Application Suite

The JCJC uses a dashboard application that helps JCJC staff, juvenile justice professionals, and other juvenile justice system stakeholders monitor and analyze important juvenile justice information in real time through data visualization. This data is pulled from many different data sources, including the Pennsylvania Juvenile Case Management System (PaJCMS). 

The JCJC Events Management System (JEMS) is a custom-developed web application that is used by the 67 juvenile probation departments and other juvenile justice stakeholders to provide a list of available training workshops and track training history. JEMS offers curricula for juvenile probation officers and other juvenile justice professionals in knowledge and skills for providing care to justice-involved youth.

The Pennsylvania Juvenile Case Management System (PaJCMS) is a custom-developed web application used by juvenile probation departments in all 67 counties to track juvenile case information, including, but not limited to, demographics, offense and court status, scheduled contacts/appointments, services, and outcomes. This information can then be used to produce reports, improve practices, and make informed decisions throughout the juvenile court process.

IT Services

The Help Desk staff answers calls and emails regarding the use of the JCJC’s software suite and its functionality, issues with systems performance, and data integrity and quality assurance. The Help Desk staff also helps coordinate requests for enhancements, bug fixes, and new reports with the JCJC’s applications developers and report writers. In addition to answering requests, the Help Desk is often responsible for contacting juvenile probation departments to request fixes for issues found with data needed for the Juvenile Court Annual Report, as well as many ad hoc data integrity issues.

The JCJC creates reports that help the JCJC and juvenile probation departments make informed decisions regarding the treatment and supervision of justice-involved youth. These reports also provide juvenile probation staff with information regarding court matters, dispositions, and supervision associated with their justice-involved youth. Also, the reports that present statewide information are used by subject matter experts to review trends occurring throughout Pennsylvania and make needed changes to juvenile court and juvenile probation policies, practices, and procedures. 

The JCJC Help Desk authors materials used to train juvenile probation staff on the use of the JCJC’s software suite, including new features within the applications that are released periodically. Training conducted by the JCJC Help Desk ensures that the information juvenile probation staff receive is accurate, complete, and thorough which, in turn, aids in the applications’ data integrity.
