Secretary of Administration Announces ASFCME Council 13 Ratifies Labor Agreement

Harrisburg, PA – Secretary of Administration Neil Weaver today announced details of a new, four-year labor agreement ratified by members of the American Federation of State, County and Municipal Employees (AFSCME) Council 13. The union represents approximately 27,000, or 48%, of Commonwealth employees under the Governor's jurisdiction.

"Working with AFSCME and their bargaining team members, we were able to craft an agreement that is fair for the employees while being responsible to the taxpayers of Pennsylvania," said Secretary Weaver. "The agreement includes reasonable increases in pay, along with the first increase in employee health care contributions in over a decade. We are grateful for our continued partnership with AFSCME Council 13 and thank all parties involved in reaching a fair and responsible agreement." 

Key provisions of the contracts include: 

  • General pay increases totaling 11.25% over the life of the contract;
  • Service increments for eligible employees in each year of the contract;
  • Employee health care contribution increase from 5% to 6% of salary over the life of the contract;
  • Non-economic changes to improve hiring and recruiting new employees and retaining current employees.

Negotiations with other unions whose contracts expired on June 30, 2023 are continuing.
