Overview

The field of artificial intelligence (AI) has experienced rapid development. Generative AI is a type of AI with the ability to create seemingly new or novel content. There is significant public interest in generative AI for its potential to empower creativity, innovation, and efficiency. However, this technology also presents potential risks and new challenges that must be navigated thoughtfully.  

Since the signing of Governor Shapiro’s Executive Order in September of 2023, OA has enhanced the governance of generative AI through employee trainings, tailored guidance on publicly available generative AI tools, and including employees in the research and integration of generative AI tools.   

As the field of generative AI continues to develop, the Commonwealth will continue to create and review policies relating to the governance of AI to help mitigate the risks while improving efficiencies.

AI Training for Employees

OA is focused on providing resources to employees on a variety of AI topics to enhance their understanding and engagement with this new technology. We have explored different approaches that resonate with employees, including live workshops, guest speakers, general AI seminars, and various learning resources.

 

In addition to internal training opportunities, the Commonwealth continues to collaborate with InnovateUS, a leading provider of public sector technology training, to offer foundational and practical generative AI courses to all employees through the Commonwealth’s learning management system.  

The PA Approach to AI

The Commonwealth is taking a comprehensive and participatory approach to the research, use, and implementation of generative AI to enhance the work of our employees.  In addition, we are continuing to explore various partnerships and potential fellowship opportunities related to generative AI research and developments.

The Commonwealth’s Pilot of ChatGPT

As generative AI transforms workplaces, the Commonwealth is taking a proactive, employee-centered approach to exploring its potential in government. From March 2024 to March 2025, approximately 175 employees across multiple agencies engaged in a structured pilot of ChatGPT Enterprise to better understand where, when, and how these tools may be used in their day-to-day work.

Rather than simply adopting AI, the Commonwealth is studying its real-world impact through employee experiences, gathering insights on what worked, what didn’t, and how to responsibly integrate AI into government operations.

AI Policy

Commonwealth employees should reference the Commonwealth Use of Public Generative Artificial Intelligence policy for guidance on how to engage with generative AI. 

 

Additional information about approved generative AI tools, useful AI employee resources, and information about providing feedback and citing AI will be made available after the first meeting of the Generative AI Governance Board.

Governance

The Generative AI Governing Board will provide employee-centered direction on all aspects of the design, development, procurement, and deployment of generative AI in Commonwealth agencies.
