What is the Bureau of Inspections and Financial Integrity?
The Bureau of Inspections and Financial Integrity (BIFI) collaborates with Commonwealth executive agencies to identify and evaluate high-risk grants, contracts, and procurements for the purpose of mitigating risk within taxpayer-funded programs. BIFI allows the Office of State Inspector General to provide other Commonwealth government agencies with a specific referral source for matters requiring timely financial analysis, along with monitoring of grant programs, grant recipients, and selected procurements. BIFI functions as an extension of the Commonwealth agency: prior to beginning any work, BIFI and the agency agree to the specific objectives and scope of any inspection or evaluation.
BIFI conducts the following inspection-related tasks:
- Interprets and applies executive agency policies, procedures, rules, and regulations during inspections;
- Drafts inspection documents, related reports, and presentations;
- Prepares financial analysis;
- Examines business records.
