    The Standardbred Breeders Development Fund, created by the passage of Act 71, will reward broodmare owners who turn out top Pennsylvania racers.  Both the Breeders Development Fund and the Sire Stakes are administered in-house, with the guidance of a Standardbred Breeders Advisory Committee.
