On February 23, 2016, the House Bill 941 was enacted into law. Now known as Act 7, the new law has established some much-needed reforms to Pennsylvania racing. 

The Bureau of Thoroughbred Horse Racing has been established as a departmental administrative commission.  

The State Horse Racing Commission actively participates in all regional regulatory activities, offering reciprocity to all racing jurisdictions. 

Participation with the Racing Commissioners International (RCI) affords opportunities to interact with every racing jurisdiction in the North America.

Pennsylvania Breeders Fund

The Pennsylvania Horse Breeders Association, or PHBA, is a non-profit organization and the administrator of The Pennsylvania Breeders Fund.  PHBA also maintains the official registry of the PA-bred race horses and Pennsylvania stallions.  This program was developed to encourage Pennsylvania breeding and racing of Pennsylvania Thoroughbreds, offering monetary awards to breeders, stallion owners and owners of Pennsylvania-bred horses. The fund is financed by 1 percent of the state's total thoroughbred handle.
