STIC Timeline
FHWA launches the STIC Network concept as part of its Every Day Counts Program with the goal of creating a culture of innovation in the transportation community by leading deployment of new technologies and practices in the states.
- Pennsylvania selects the following innovations to champion as part of Every Day Counts Round 1 (EDC-1). EDC is a state-based model that identifies and rapidly deploys proven, yet underutilized innovations.

- On March 27, 2012, hosted by then PennDOT Secretary Barry Schoch and then FHWA Pennsylvania Division Administrator, Renee Sigel, representatives from several state agencies, academia and local governments as well as transportation industry partners come together for the inaugural STIC Business Meeting.

Pennsylvania selects the following innovations to champion as part of Every Day Counts Round 2 (EDC-2):

The STIC launches a series of District Innovation Days, starting with PennDOT District 12 on March 7, 2014. District Innovation Days offer a unique peer-to-peer exchange opportunity within the districts to promote STIC innovations and best practice sharing among employees.

The STIC hosts a District Innovation Day in District 1 on July 9, 2014.

Pennsylvania receives STIC Incentive Program funding to prepare a synthesis of best practices from various state transportation state agencies and stakeholders regarding the installation and reinstallation of Rumble Strips on on Thin Pavement Overlay and complete an evaluation of High Friction Surface Treatment (HFST) Binder.

- On October 17, 2014, the STIC hosts a Pennsylvania Turnpike Commission (PTC) Innovation Day with approximately 90 attendees. The theme of the day is "Innovation in PA: How It All Fits Together" and features various presentations on STIC and other innovations from across the state.

On March 3, 2015, the STIC hosts the Western Regional Innovation Day, providing employees from PennDOT Districts 10, 11 and 12 and industry partners with the opportunity to learn about STIC innovations and the ability to network and share innovative best practices.

On March 31, 2015, the STIC hosts a District Innovation Day in PennDOT District 4.

- On April 29, 2015, the STIC hosts a District Innovation Day in PennDOT District 3.

On May 7, 2015, the STIC hosts a High Friction Surface Treatment Demonstration Day in North Cornwall Township, Lebanon County, for local government representatives. The demonstration includes a one-hour presentation and live application of the treatment.
- Pennsylvania receives STIC Incentive Program funding to develop a Salt and Snow Management Course for local governments.

The STIC hosts the Eastern Regional Innovation Day for Districts 5, 6 and 8 providing district employees with the opportunity to learn about STIC innovations. Approximately 260 participants attend the event.

STIC Incentive Program funding is awarded to plan and host the virtual and in-person Local Government Safety Seminar (see 2017 for more information).

The STIC launches the first edition of its STIC Innovation in Motion e-Newsletter.

On August 4, 2016, Pennsylvania hosts the EDC Showcase and STIC Roundtable, which highlights Pennsylvania as a nationally recognized model of successful implementation of the STIC Program. Top STIC innovations, including High Friction Surface Treatment and Accelerated Bridge Construction, are showcased through displays and hands-on demonstrations staffed by technical experts and STIC members.

On August 30, 2016, the STIC holds the Design Consultant Innovation Day in Lancaster County, with the goal to promote the use of innovative solutions in the areas of construction, design, environment, facilities, intelligent transportation systems, maintenance, materials, project delivery, safety, structures and technology to design consultant representatives.

On September 28, 2016, PennDOT, FHWA and the Safety Technical Advisory Group (TAG) host the Safety Symposium. Several distinguished leaders, including Pennsylvania legislators and national safety experts, attend the event to discuss pressing transportation safety issues and emphasize the overall goal of zero deaths for motorists across Pennsylvania.

On November 2, 2016, the STIC hosts the Local Government Innovation Day in Washington County. Session topics for the pilot workshop included: funding and partnerships, winter maintenance, innovative stormwater management techniques, and case studies on local roundabouts and smart signals.

On November 15, 2016, the STIC hosts a District Innovation Day in PennDOT's District 2. Presentations and poster sessions provide approximately 80 attendees with excellent examples of how ideas can begin at a grassroots level, and, with the support of the STIC, be championed to become institutionalized across the state.

In collaboration with PennDOT and the FHWA, the STIC hosts a Local Government Safety Seminar on July 19, 2017, at the Farm Show Complex in Harrisburg. The event was designed to educate local government officials about roadway safety planning, proven safety solutions and where to find funding and programs to help address safety issues for local roadways.

Pennsylvania receives STIC Incentive Program funding for the PennSTART project and the GRS-IBS Bridge Specification Update (see 2018 for more information).

- The STIC receives a 2017 STIC Excellence Award for its ongoing efforts to train local governments on innovative and efficient ways to improve their local road networks. Sponsored in partnership between the American Association of State Highway and Transportation Officials (AASHTO) Innovation Initiative and the Federal Highway Administration's (FHWA) Center of Accelerating Innovation, this annual award recognizes STICs that have made a significant impact toward fostering a strong culture of innovation.

The STIC unveils the STIC Moving Forward strategic plan. The plan provides the framework to reorganize, reenergize and rightsize the STIC to increase participation opportunities for PennDOT employees and its transportation partners to develop and deploy well-researched, proven, and documented innovations across Pennsylvania. The plan also establishes a process-driven management structure within the STIC to ensure consistent innovation development practices to facilitate the timely movement of more innovations to deployment in Pennsylvania.

STIC Incentive Program funding is awarded to thee projects. The Pennsylvania Safety Transportation and Research Track (PennSTART) receives funding to complete a system engineering analysis of the facility. Additionally, funding is awarded to update the Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS) Specification and to to study the level of workforce preparedness for e-Construction and Partnering (eCP) between the public and private sectors.

The STIC launches the STIC website, an online resource that outlines how all levels of government can work with PennDOT to implement innovations in their municipalities, innovations currently used in the state, and how the STIC innovation development process works.

Following the roll-out of the STIC Moving Forward strategic plan, six new innovations are being introduced at the STIC Business Meeting. The newly introduced innovations are Hot Pour Mastics, Stormwater Management Training and Field Guidebook, Sequential Dynamic Lighting Curve Warning Systems, Automated Traffic Signal Performance Measures, Predicitive Analysis for Work Zones and Certified Concrete Finishers Course.

On April 11, 2019, the STIC presents at the National STIC Network Meeting about the the STIC Moving Forward strategic plan, and importance of communication and collaboration in moving innovations forward.

On April 16-18, 2019, the STIC participates in the e-Construction & Partnering Workshop hosted by PennDOT and FHWA.

On July 17, 2019, the STIC hosts a Hot Pour Mastics Demonstration in Harrisburg. Four vendors demonstrate their products for PennDOT, Pennsylvania Turnpike Commission and Federal Highway Administration representatives, as well as STIC members and local government officials.

Pennsylvania receives STIC Incentive Program funding for the Stormwater Management Training and Field Guidebook innovation to complete the development of training modules and to develop the Unmanned Aerial Systems (UAS) strategic plan to help standardize use of UAS in Pennsylvania.

The STIC receives the 2019 STIC Excellence Award for the STIC Moving Forward strategic plan and its efforts to reorganize and rightsize the STIC organization to increase participation opportunities and create a structured yet flexible process to develop and deploy proven innovations across Pennsylvania.

On November 14, 2019, the STIC participates in the PennDOT Regional Innovation Day held at the Farm Show Complex in Harrisburg. In addition to presentations, the event also features an Innovation Fair, which showcases various STIC and homegrown innovations from across the state.

Due to the COVID-19 pandemic, the STIC hosts its first-ever virtual business meeting.

- The STIC participates in a virtual STIC Peer Exchange hosted by Utah DOT.

Pennsylvania receives STIC Incentive Program funding to support a joint initiative between the Pennsylvania Turnpike Commission and the Pennsylvania State Police to use Unmanned Aerial Systems (UAS) for Crash Reconstruction and the Augmented Reality in Transportation initiative to to develop a task force to research the various options available to determine which product or products would meet the needs of PennDOT moving forward.

The STIC launches the STIC Innovations Catalog, featuring on-demand access to fact sheets about various STIC and EDC innovations.
