Pilot Projects​

PennDOT will use pilot projects to facilitate an incremental approach to developing and deploying digital delivery.  The pilot projects will allow PennDOT to test the digital solution, monitor, receive feedback, refine and retest.  Piloting will initially be on a small scale.  As the solution is refined, piloting will expand in scale until the successful digital solution is formalized in PennDOT's policy or guidance documents.

Pilot Projects by Type

For this phase of the directive, we are piloting the process of developing Industry Foundation Class (IFC) files for construction contracts using the OpenBridge Designer software, which includes analysis, 3D modeling and detailing tools. The objectives of this project are to develop an IFC file that can reproduce  the model details using an openBIM Standard.

For this phase of the directive, we are piloting the process of developing model-based deliverables for construction contracts using the OpenBridge Designer software, which includes analysis, 3D modeling and detailing tools. The objectives of this project are to develop a 3D model as complete as possible to reproduce the content traditionally conveyed through plan sheets; evaluate the Bentley software stack, and enable contractor use of the model.

For this phase or the directive, we are piloting the mechanism and data requirements of requesting digital as-builts from contractors specific to guiderail. The focus for the 2021 pilot projects for digital as-builts will be collecting information about location (GPS coordinates) and GIS attributes that can be easily imported into the Guiderail Maintenance Database. These pilot projects will not include any requirements for delivering 3D models, but rather the deliverable will be a spreadsheet with information noting locations and pertinent information currently being tracked by PennDOT Central Office.

This Special Provision will be included in the contract documents for each pilot project.

The objectives of this project are to develop a 3D model as complete as possible to reproduce the content traditionally conveyed through contract and also plans, including roadways, drainage systems and utilities, and structures. Project construction inspection staff will use the model in lieu of plan sheets and cross section sheets.

The Existing Ground Confidence Level (EGCL)/Roadway Authoring pilot will evaluate the process of collecting survey data to support digital delivery and authoring 3D models.  These pilots will start with the evaluation of survey collection in 2021, then quickly move into the design phase which will continue with the evaluation of the 3D modeling process in 2022.  Deliverables for these pilots will include ORD files for 3D surfaces and topographical and right-of-way geometry.

The Model as Legal Deliverable (MALD) pilots, beginning in 2023, will put into play all aspects of the Digital Delivery Directive. The pilots will be applying new survey standards along with roadway, bridge and drainage authoring processes developed during each of the previous pilots. The project models, that are created for the MALD pilots, will be evaluated and reviewed to refine the design development and delivery processes that will ultimately become the standard for all PennDOT digital delivery projects. The deliverables for the MALD pilots will be fully developed discipline models and a project design report that will contain project data and information historically found on cover and general notes sheets.

For this phase of the directive, we are piloting the mechanism and data requirements for delivering "sheet-less" 2D digital project model in a single PDF form, or a digital roll plot.  This Roll Plan will include items found in traditional sheeted PS&E submittals.  These pilot projects will not include any requirements for delivering 3D models.  This effort will also pilot how contractors will use the Roll Plan.
