Event Banners and Temporary Signs
Temporary signs like those for garage sales, political campaigns, real estate, and fairs should not be placed within State highway right-of-way or on utility poles or traffic control devices. PennDOT removes these objects when they encroach upon the right-of-way without permission. To find out where the public land ends and private land begins, please contact your regional PennDOT District Office.
Publication 46 provides the policy for banners and event signs. These objects may be allowed within the right-of-way if the municipality hosting them passes a resolution approved by PennDOT in which the municipality accepts full responsibility for the signs.
