Public Involvement
Starting with the study phase and continuing through final design, PennDOT held a series of public involvement opportunities.
These range from one-on-one meetings with stakeholders to large scale presentations to virtual plans displays to tables at community events. During all these events, PennDOT accepted feedback and input on the project as well as provided educational materials on the improvements and the processes used during design.
The public can continue to provide feedback on the project and ask questions about the improvements through the Submit Comment Button.
Below is information on the public meetings held between 2018 and 2022 listed starting with the most recent.
PennDOT provided updates on the Bayfront Parkway Central Corridor (Route 4034) during two open house events on August 24, 2022. The meetings were held in virtual and face-to-face format and gave members of the public opportunities to review updates of different aspects of the project, which is focused on the central corridor of the Bayfront Parkway, which includes intersections with Sassafras Street Extension, State Street, and Holland Street.
The meetings were held in virtual and face-to-face format and gave members of the public opportunities to receive updates on the project, including the pedestrian bridge at Holland Street, the anticipated construction timeline and phases, a summary of environmental aspects and studies, and talk with representatives from PennDOT and the design team.

Lin International of Philadelphia, conducted a Pedestrian Bridge Roundabout Peer Review Workshop on March 25, 2021, to discuss the pedestrian bridge proposed at Holland Street across the Bayfront Parkway. The Design Team, led by Kittelson & Associates of Harrisburg, conducted a Roundabout Peer Review Workshop on February 22, 2021, to discuss the roundabouts proposed at Sassafras Street and Holland Street on the Bayfront Parkway. PennDOT offered an update on the Bayfront Parkway Central Corridor Improvement Project during the City of Erie’s virtual public hearing on September 24, 2020, at 5:30 p.m. Members of the public were notified virtually of the public hearing through PennDOT news release, the City of Erie website, and the project website. Those wishing to participate and offer feedback during the virtual public hearing were asked to register for the meeting in advance through the City of Erie website. Those who were unable to participate in the hearing were encouraged to submit their feedback in writing to the City of Erie. The public hearing was conducted through the Zoom platform and a recording can be viewed on the City of Erie’s YouTube page: https://www.youtube.com/watch?v=btWTXTVh_as
PennDOT announced the preferred alternatives for the Bayfront Parkway Central Corridor Improvement Project on April 29, 2020. In addition, PennDOT announced that through the collaboration with the Federal Highway Administration (FHWA), the National Environmental Policy Act (NEPA) classification for the project has been reclassified from an Environmental Assessment (EA) to a Level 2 Categorical Exclusion Evaluation (CEE) as the FHWA found the project, as proposed, will not either individually or cumulatively have any significant or adverse environmental impacts.
PennDOT and the Design Team intended on making the announcement during an in-person public meeting, however, due to the COVID-19 pandemic this announcement was conducted virtually through the PennDOT news release and the project website. The public was encouraged to continue providing feedback on the project by submitting their comments through the project website.
The Design Team held a Public Plans Display and Presentations on August 7, 2019, at Gannon University. During the meetings, PennDOT representatives discussed the project, alternatives, next steps, and gather public input.
