The Oakland Avenue Project on Route 286/US 422 Interchange East will ease congestion and improve pedestrian and cyclist safety through the Route 286 corridor.
The Project will also add additional vehicle capacity and improve ease of access to the Southtowne Plaza, Delaney Auto, Windy Ridge Business Park, the New State Police Barracks, and others along Route 286 to the US 422/SR 286 Interchange.
The project will include widening Route 286, intersection improvements, signal upgrades, and guide rail, signing, pavement marking, and safety feature updates. Drainage and stormwater facilities will be added as required and the project will also include a box culvert replacement. Utility work will begin in January 2020. This multi-year highway reconstruction and bridge replacement project and is anticipated to be completed in December 2023.
Project Updates
9-19-23
As the Route 286/U.S. 422 widening and resurfacing project continues moving forward, the traffic control devices along Oakland Avenue and Indian Springs Road will be removed on September 26.
Between September 26 through the end of December, crews will be doing daylight, weekday lane closures throughout the project area as crews complete the final stages of the project. Traffic will be directed with flaggers throughout the operations.
Work is weather dependent. In the event of weather delays, there may be weekend work. Motorists should be alert for slowed traffic in this area and may experience delays.

Beginning August 7 through 18, 7:00 PM to 7:00 AM crews will be paving Oakland Avenue between the intersections of U.S. 422 and Rustic Lodge Road. Indian Springs Road will also be paved during this timeframe. Traffic will be directed with flaggers throughout the paving operations.
Work is weather dependent. Motorists should be alert for slowed traffic in this area and may experience delays.

Weather permitting, on December 2 10 a.m. to 5:00 p.m. crews will be painting lines along the route between the intersection with U.S. Route 422 and Rustic Lodge Road.

June 16 - 17, 2022, crews will be painting lines in the currently closed lanes in preparation for the upcoming lane switches.
June 20 - 22, there will be night work 7:00 p.m. - 7:00 a.m. as crews begin to switch the traffic lanes. Additional line painting and moving signal heads will also occur.

On May 17, 2022, crews from Gulisek Construction, LLC of Mount Pleasant, PA will be painting lines and moving traffic lanes near the entrance to Walmart on Oakland Avenue.
Flaggers will be directing traffic as needed from 6:00 a.m. to 6:00 p.m. Motorists should expect delays. The work is weather dependent.

On April 12, 2022, crews from Gulisek Construction, LLC of Mount Pleasant, PA will be painting lines and moving signal heads near the entrance to Walmart on Oakland Avenue and on Indian Springs Road.
Flaggers will be directing traffic as needed from 7:00 a.m. to 6:00 p.m. Motorists should expect delays. The work is weather dependent.

On April 5, crews will be doing concrete patchwork at the at the Plaza Road and Oakland Avenue (State Route 286) intersection (Walmart's entrance) between 2:00 a.m. and 8:00 p.m. Work is weather dependent and will move to the following day in the event of a weather delay.

As construction season begins to kick in throughout the region, PennDOT District 10 is reminding motorists to be alert to changes throughout the construction zone on Oakland Avenue (State Route 286) in White Township, Indiana County.
Crews from Gulisek Construction, LLC of Mount Pleasant, PA will be continuing work within the project area. This spring, motorists will see work in the vicinity of Walmart and Aldi with traffic lane changes expected.
Traffic lane changes, closures, or other impacts to motorists will be shared as the project progresses.

A road closure will occur on Oakland Avenue between Route 4422 (Indian Springs Road) and Route 3043 (Rose Street) for the replacement of an existing box culvert. Local traffic will have access to the Indiana Mall and Kwik Fill on the west side and Roseann's and Wash Werkz on the east side.
Motorists should detour using Route 4422 (Indian Springs Road), Route 4005 (Wayne Avenue) and Route 3043 (Rose Street).

PennDOT District 10 is announcing a traffic pattern change on Oakland Avenue (Route 286) in White Township, Indiana County will occur Monday through Friday, April 12-16 weather permitting.
A single-lane closure will then occur on Oakland Avenue between Rustic Lodge Road and State Route 422. The new traffic pattern will remain in place throughout the summer months.

Lane restrictions on Oakland Avenue (Route 286) in Indiana Borough, Indiana County will occur Monday through Friday, May 11-15 weather permitting.
Single-lane closures will occur on Oakland Avenue between Rustic Lodge Road and Day Drive from 7 a.m. to 5 p.m. weekdays through Friday, May 15. At least one lane of traffic will remain at all times in each direction while work occurs.
Additionally, waterline relocations related to the construction of this project will be re-starting around the ALDI’s and Eat n’ Park area.
