​​​Virginia Avenue / Adams Street Reconstruction Project

Project Overview

The scope of work includes full roadway reconstruction, guide rail updates, minor drainage improvements, curb replacement, minor traffic signal work, signing and pavement marking updates.  ​

The project is tentatively slated to be constructed in from Spring 2025 - Summer 2026.

Virtual Public Meeting

PennDOT District 11 held a virtual public meeting on Wednesday, September 18, 2024 at 5:30 p.m. to discuss the project plans for the Virginia Avenue/Adams Street Reconstruction. The presentation was followed by a Q&A session. Please see the meeting's recording below.

How will large trucks deliver to businesses on Adams Street during construction closures?

Answer:
Deliveries will still be allowed in all cases during construction except when work is occurring in the lane adjacent to the curb where the business is located. During this time, vehicles will need to utilize parking lanes in the adjacent block or on the closest side street. Our contractor will be reaching out to every business/home in the corridor 10 days in advance of work occurring in front of the property. At that time, accommodations can be made to coordinate access and property owners will receive the most up-to-date information on how long the restriction will be in place.

 

Will property owners receive advanced notice when construction activities will block driveways in front of homes? Parking on adjacent Duss Avenue is limited. Will police relax those restrictions during construction?

Answer:
Our contractor will be reaching out to every business/home in the corridor 10 days in advance of work occurring in front of the property. At that time, accommodations can be made to coordinate access and property owners will receive the most up-to-date information on how long the restriction will be in place. As far as parking on Duss Avenue, the Department has reached out to Rochester Township to work with them to ensure there are no issues with residents utilizing side streets for temporary parking during construction operations.

 

​The current speed limit is too high and there are concerns with the existing drainage system on the roadway. Will anything be done to address this?

Answer:
As far as the speed limit on SR 68, we will not be reducing the posted speed limit as part of this project. The existing speed limit is 25 MPH in Rochester Borough and 35 MPH in Rochester Township. Both speeds are acceptable per PennDOT standards given the location, classification, and typology of this section of SR 68. As far as the roadway drainage, we’ll be making a number of improvements with this project. All existing city style inlets on Virginia Avenue will be upgraded to include conventional inlet grates to improve flow. A new inlet will be added in the sag curve near Irvin Avenue to help capture ponding water in that location. Undersized pipe runs will be upgraded and other maintenance type drainage work will completed including pipe and inlet cleaning.
