SR 3004

This is a sight improvement project on State Route (SR) 3004 (Hatch Hill Road) in  Albany, Bradford County. The project includes two locations for the sight distance improvements. The first location is approximately a half mile north of SR 3002 (Overton Road) in Overton Township on SR 3004 (Hatch Hill Road), work includes roadway widening and cutting back the embankment to improve sight distance. The second location is at the intersection of SR 3004 (Hatch Hill Road) and Deck Road (T-386), work includes drainage improvements and barn removal for sight distance improvements. 

Construction on this project is anticipated to begin in the summer of 2022, work is expected to be completed by December of 2022. Traffic will be maintained using one lane with flagging operations. Work will be completed by Department Force personnel.

PennDOT's team consisted of Project Management personnel, Traffic Specialists, Municipal Services, and Consultants all collectively developed the project.

SR 3002

The SR 3002 (Overton Road) project is to restore access to SR 3002.  SR 3002 was severely damaged by the flood of August 2018 and closed to through traffic.  Based on environmental studies, geotechnical data collection and analysis, and evaluation of right-of-way impacts, the District has decided to move ahead with the design and construction of the restoration of existing SR 3002. 

Preliminary engineering is underway and indicates the need for four drilled shaft retaining walls to stabilize the existing embankment, replacement of the existing Ladds Creek culvert, and pavement reconstruction. 

The preliminary design, final design and permitting are expected to be completed in 26 to 28 months for a construction contract letting in late 2024.  Roadway is expected to be reopened in 2026.
