The Route 11 Section 350 project involves replacement of two bridges spanning the Susquehanna River between the City of Pittston and West Pittston Borough in Luzerne County, Pennsylvania.
The structure replacements include the Specialist Dale Kridlo Memorial Bridge, which carries Route 11 over the Susquehanna River, Luzerne County Railroad, and Route 2037 (Kennedy Boulevard), as well as the Firefighter's Memorial Bridge carrying Water Street over the Susquehanna River and Luzerne County Railroad. Additional structures associated with the project include multiple retaining walls adjacent to Kennedy Blvd. Roadway improvements include reconstruction of the Route 11 (Wyoming Ave) and Route 92 (Exeter Ave) intersection, as well as the Route 11 and North Main Street intersection to accommodate the new bridge and address pre-existing traffic deficiencies. The intersection of Water Street with Route 2037 (Kennedy Blvd) will also be modified for the replacement structure. Kennedy Boulevard and associated ramps will be reconstructed as part of the project. Full depth pavement reconstruction will be required adjacent to the bridge replacements, at the reconstructed intersections, and along Kennedy Boulevard. New sidewalk, curbing, pavement markings, and drainage will be provided throughout the reconstructed limits of the project.
Historical resources present within the project site include the National Register Eligible Historic Fort Jenkins Bridge, Water Street Bridge, West Pittston Historic District, and Lehigh Valley Railroad, Both river crossings are contributing elements to the West Pittston Historic District. Recreational resources present within the project site include the North Branch Susquehanna Water Trail, Luzerne County Trail, and the Riverfront Park. Warning signs will be provided during construction along the Susquehanna Water Trail to notify recreational boat traffic of construction activities.
Public Meeting and Plans Display
Public plans display and project presentation will take place at:

The purpose of the public plans display is to introduce the project and receive public input regarding the proposed improvements. The information provided during the in-person plans display (display boards, comment form, and project information sheet) can be accessed virtually by clicking the links under the "Resources" section on the upper right side of this webpage.
The comment form will be available from May 8, 2024 until May 22, 2024.
Traffic Control
The project is expected to be built under staged traffic control to complete the bridge replacements. With its current closure, the Fireman's Memorial Bridge will be replaced first while maintaining traffic over the Route 11 crossing. The first half of the Kridlo Memorial Bridge will also be built off alignment to accelerate the construction schedule. After the new Fireman's Memorial Bridge is complete, traffic will be diverted to this crossing as the existing Kridlo Memorial Bridge is removed and the remainder of the new bridge constructed.
