The Route 0118 Section 392 project involves safety improvements along Route 0118 at Cook's Corner in the Township of Lehman, Luzerne County, PA. The project proposes to address safety issues, including crashes, unprotected left turns, and vehicles traveling at higher than posted speeds along the corridor by reducing high speeds along the corridor, improving sight distance, and reducing left-turn vehicle conflicts. The proposed work consists of widening Route 0118 to accommodate two – eleven-foot lanes, an eleven-foot left turn lane, and four-foot outside shoulders along Route 0118. Minimal horizontal and vertical realignment is proposed along Route 0118. Meeker Road and Market Street will be realigned to provide perpendicular intersections with Route 0118. Firehouse Road will be modified to a cul-de-sac.
Based on the preliminary line and grade layout, required right-of-way and temporary construction easements will be required to construct this project. Five (5) partial right-of-way acquisitions are anticipated.
Utilities in the area include an underground gas line, as well as aerial electric, communication, and fiber optic transmission and distribution lines. It is not anticipated that the underground gas line will be impacted. It is anticipated that eleven (11) utility poles will be relocated outside of the cut/fill line and clear zone. There are no public water or sanitary sewer lines within the corridor. Properties are serviced by private wells and septic systems. No well or septic system relocations are anticipated.
Historical or cultural resources are not present within the project site. Construction is expected to be begin in the Spring of 2026.
The purpose of the public plans display is to introduce the project and receive public input regarding the proposed improvements.

The virtual plans display will be held online and will be available from July 31, 2024 to August 14, 2024.
The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire to print a PDF questionnaire to be completed by hand and mailed to the address at the bottom of the form or emailed to c-svalenti@pa.gov. The comment period will range from July 31, 2024, to August 14, 2024.
Traffic Control
The project is expected to be completed under Staged Construction. Two lanes of traffic will be maintained on Route 0118 during construction. Side road and driveway access will also be maintained during construction.
