The Pennsylvania Department of Transportation (PennDOT) invites the public to a Public Meeting with Plans Display regarding the Route 3018 Sec 352/Rock Glen Road (T-420) Structure Replacement project in Sugarloaf Township, Luzerne County. The Route 3018 (T-420) Section 352 project involves improvements to the crossing of T-420 (Rock Glen Road) over an unnamed tributary to Nescopeck Creek in Sugarloaf Township, Luzerne County. The project purpose is to replace the existing steel pipe-arch culvert. Roadway improvements associated with the project include full depth pavement reconstruction in the vicinity of the bridge, providing lane and shoulder widths meeting current design criteria. New guide rail and pavement markings that will be provided throughout the project limits. ​

As part of the environmental restrictions, no tree removal will be allowed from December 3, 2024 through December 31, 2024.

Public Meeting and Plans Display

Public plans display and project presentation will take place at:

  • Time:   5:30 PM 
  • Date:   December 17, 2024
  • Location: 858 Main Street, Sugarloaf, PA 18249 (Municipal Building)

The public comment period is from November 25, 2024 through December 31, 2024. ​ The plans display will be held online and will be available from November 25, 2024 through December 31, 2024. 

Traffic Control

The project is expected to be completed under a 12.1 mile detour, using Route 3020 (Tomhicken Road) and Route 93.  For this project, the detour will be in place for approximately 4 weeks to complete construction.

Directions for the detour are given below:

Coming from the West on Rock Glen Road

  • At the intersection of Route 3018 (Rock Glen Road) and Route 3020 (Tomhicken Road), turn right (South) onto Route 3020 (Tomhicken Road).
  • Continue straight (South) on Route 3020 (Tomhicken Road) for 2.7 miles, then turn left to stay on Route 3020 (Tomhicken Road) and continue straight (East) for 7.6 miles.
  • At the intersection of Route 3020 (Tomhicken Road) and Route 93, turn left onto Route 93.
  • Continue straight (North) for 1.7 miles to the intersection of Route 93 and Route 3018 (Rock Glen Road)
  • Turn left onto Route 3018 (Rock Glen Road) and continue straight to the end of the detour.

Coming from the East on Rock Glen Road

  • At the intersection of Route 3018 (Rock Glen Road) and Route 0093, turn right (South) onto Route 93.
  • Continue straight (South) for 1.7 miles to the intersection of Route 93 and Route 3020 (Tomhicken Road)
  • Turn right (West) at the intersection onto Route 3020 (Tomhicken Road) and continue straight (West) for 7.6 miles.
  • Turn right to stay on Route 3020 (Tomhicken Road), then continue straight (North) for 2.7 miles to the intersection of Route 3018 (Rock Glen Road) and Route 3020 (Tomhicken Road) to the end of the detour.
