This project consists on the replacement of the bridge on Route 4036 Section 250 that carries Route 4036 over Falls Creek in Newton Township, Lackawanna County. The previous structure consisted of a single span steel stringer bridge on full height abutments. The previous structure collapsed due to a flooding event on September 9, 2023. An emergency permit has been put in place, and now the existing structure consists of three (3) 60" HDPE pipes.
The proposed new structure will address failure and improve hydraulics. Additionally, the project includes 230 feet of full depth roadway reconstruction, shoulder grading and guiderail installation.

The in-person public display meeting for the project will take place at:

The virtual plans display will be available online from April 29, 2024 to May 13, 2024
The purpose of this public meeting and virtual plans display is to introduce the project and receive public input regarding any questions or concerns with the project.
Historic and archaeological resources may be present in the project areas and public comment regarding the presence of cultural resources and the effect of the project on these resources is being solicited. The public comment period is April 29, 2024 to May 13, 2024

From SR 307 EB to Fred Eckle Sons Farm:
1. Head southeast on PA-307 S towards Falls Road
2. Turn tight toward Newton Ransom Blvd.
3. Turn right onto Newton Ransom Blvd.
4. In 3.9 miles turn right onto Church Hill Road
5. In 2.9 miles turn right onto Falls Road
From SR 307 WB to Fred Eckle Sons Farm:
1. Head southwest on PA-307 N towards Newton Ransom Blvd.
2. Take a slight left onto Newton Ransom Blvd.
3. In 4.0 miles turn right onto Church Hill Road.
4. In 2.9 miles turn right onto Falls Road
From SR 4036 EB to adjacent side of Falls Creek:
1. Turn right onto Church Hill Road
2. In 2.9 miles turn left onto Newton Ransom Blvd.
3. In 3.9 miles turn left towards PA-307 N
4. Turn left onto PA-307 N
5. In 1.5 miles turn left onto Falls Road
From Fred Eckle Sons Farm to adjacent side of Falls Creek:
1. Head southwest on Falls Road Toward Spring Dr.
2. Turn left onto Church Hill Road
3. In 2.9 miles turn left onto Newton Ransom Blvd.
4. In 3.9 miles turn left toward PA-307 N
5. Turn left onto PA-307 N
6. In 1.5 miles turn left onto Falls Road
From adjacent side of Falls creel to Fred Eckle Sons Farm:
1. Head southeast on Falls Road Toward Airport Dr.
2. Turn right onto PA-307 S
3. In 1.5 miles turn right toward Newton Ransom Blvd.
4. Turn right onto Newton Ransom Blvd.
5. In 3.9 miles turn right onto Church Hill Road
6. In 2.9 miles turn right onto Falls Road
